Julius
P. Knapp has been selected to serve as a Deputy Chief of the Commission's Office
of Engineering and Technology. Knapp is currently Chief of the Policy and Rules
Division in OET and oversees spectrum allocations and technical rules for radio
frequency devices as well as coordination of radio frequency issues with the
Federal Government.
Acting OET Chief, Bruce A. Franca said on Julie’s appointment, “I am
very pleased that Julie has been selected to be Deputy Chief of the Office of
Engineering and Technology. Julie
is an outstanding engineer and his technical and policy expertise are a
tremendous asset to the office. Julie
and I have worked closely together for many years and I am excited to work with
him in his new capacity.”
Prior
to assuming his current position in 1997, Mr. Knapp served as the Chief of the
FCC laboratory from 1992 to 1997 where he was responsible for the FCC’s
equipment authorization program. Mr.
Knapp has held a variety of other positions during his twenty six years with the
FCC, including heading the Frequency Allocations Branch in the late 1980’s
where he was responsible for FCC frequency allocation proceedings for the
cellular service, private land mobile services, and mobile satellite services.
Mr.
Knapp is the winner of this year’s Eugene C. Bowler Award, presented annually
to an outstanding government employee. He
has also been the recipient of both the FCC’s Gold and Silver Medals for his
outstanding service and commitment to the Commission.
Mr.
Knapp received a Bachelor's degree in electrical engineering from the City
College of New York in 1974. He is
also a member of the Institute of Electronics and Electrical Engineers, Inc.
Electromagnetic Compatibility Society and is a Fellow of the Radio Club of
America.
